Why agreed value matters
Most standard policies insure a vehicle for market value, which the insurer determines after a loss. On an ordinary car that is usually fine. On a classic, a restored car or a heavily modified one it can be badly wrong, and the moment you discover it is the worst possible moment.
An agreed value fixes the figure in advance, in writing. Insurers will generally only offer one against an independent valuation, because otherwise they are accepting the owner's own estimate of a vehicle they cannot easily price.
Because the market moves and policies renew, agreed values get revisited. A certificate states the value at a specific date and is valid for 28 days, so most owners obtain a fresh one when their policy comes up rather than relying on an old figure.
How condition is assessed
On a classic, condition is most of the value. The same model can span an enormous range between a concours restoration and a running project, and the difference is not linear — the last increment of condition is usually the most expensive to buy and the most valuable to hold.
Originality is assessed alongside it: matching numbers where that applies to the model, factory specification, the quality and reversibility of any changes, and whether the documented history supports what the car appears to be.
Restoration and modification receipts matter, and not because money spent equals value gained — often it does not. They matter because they evidence what was actually done, by whom, and when.
Modified vehicles
Modified cars are routinely undervalued by guides and overvalued by owners, and the truthful figure is usually neither. A professionally engineered build with certification and receipts is a different asset to an equivalent car with undocumented work, even where the parts list reads the same.

Estates, settlements and sales
Classic vehicles turn up in deceased estates and property settlements more often than their numbers suggest, usually because they are the asset nobody can agree on. An independent figure with documented reasoning tends to end that argument faster than three opinions from enthusiasts.
In a private sale a valuation does a simpler job: it gives a buyer something other than the seller's word, which on a high-value car is often what closes the gap.
